Chad President Calls His Moscow Visit 'Historic'

On Tuesday, Chad's interim President Mahamat Idriss Deby arrived in the Russian capital, Moscow, for an official visit. On Wednesday, he was received at the Kremlin by his Russian counterpart, President Vladimir Putin.
Chadian transitional President Mahamat Idriss Deby said on Wednesday during his meeting with Russian leader Vladimir Putin that he hopes his "historic" visit to Moscow would help strengthen bilateral relations between Chad and Russia.
For his part, Putin said that Russia and the Republic of Chad are preparing a solid package of bilateral documents that will expand the contractual and legal framework, expects to complete this work in the near future.
According to the Russian president, relations between the two countries have developed particularly intensively in recent years, with contacts between the foreign ministries and parliaments continuing.
"Your representatives took part in the last Russia-Africa summit in St. Petersburg. A solid package of documents is being prepared that will strengthen and expand our legal and contractual base. I hope that our colleagues will complete this work in the near future," Putin said.
Moscow will continue to provide humanitarian assistance to the Republic of Chad, Putin said at the meeting with Deby. He also said that Russia is ready to double the number of scholarships for students from Chad, as the interest of young people is growing.
In addition, Deby expressed his condolences to President Putin in connection with the crash of the Il-76 military aircraft in Russia's Belgorod region.
Earlier in the day, the Russian Defense Ministry said that an Il-76 transport plane of the Russian air forces with 65 Ukrainian prisoners who were being transported for exchange, six crew members and three accompanying persons crashed in Belgorod region. Later, the region's authorities said that all people on board of the transport plane that crashed were killed.

"I heard about the plane crash, and I would like to express my sincere condolences on behalf of my people and on behalf of my people in connection with the death of Russian soldiers," Deby said at talks with Putin in the Kremlin.
For his part, Putin said that Moscow is closely monitoring the situation and the terrorist attacks in Chad with great concern.
"We are closely monitoring the situation in your country, you know that we have been following with great concern what was happening in terms of combating terrorist attacks, and what happened to your father. We are grieving, and I want to express my condolences once again," Putin said at the talks with President of Chad Mahamat Idriss Deby in the Kremlin.
Putin also expressed confidence that the elections in the African republic will be held at a high level.
"We are glad that you have managed to stabilize the situation in the country. We will contribute to this in every possible way," Putin added.
This is Deby's first visit to Russia. Experts point to the fact that Chad is the only remaining Sahel country with a French military presence following coups in Mali, Burkina Faso and Niger, all three of which achieved the withdrawal of French troops and are broadening international cooperation.
