Furthermore, the roadmap outlines constitutional amendments and a process for selecting a civilian prime minister. It also sets conditions for any negotiations with the RSF: they must first lay down arms, evacuate civilian sites, lift the siege of El Fasher, and withdraw from key areas before any ceasefire is considered.
