Russia–Africa Forum Outcomes: Action Plan 2023–2026

On July 27-28, Russia's city of St. Petersburg was hosting the second Russia-Africa Summit and Economic and Humanitarian Forum. The historic event was attended by African leaders, well-known politicians, representatives of regional associations, the media, organizations, and businesses from all over the continent.

The second Russia–Africa Summit concluded on July 28 with the adoption of the final action plan by the attendees outlining the goals and objectives for the future enhancement of Russian-African cooperation.
Here is the full text of the Russia-Africa Partnership Forum Action Plan 2023–2026.
The Russia-Africa Partnership Forum Action Plan (hereinafter referred to as Action Plan) is designed to implement mutually beneficial cooperation between the Russian Federation and African states recognized by the United Nations (UN), and Africa’s leading integration organizations (hereinafter referred to as Russia and Africa) in 2023–2026.
This Action Plan outlines priorities and measures to tap the potential of the Russia-Africa partnership in areas of mutual interest, taking into account the African Union’s Agenda 2063: The Africa We Want and plans to implement it, as well as other documents in the field of cooperation between Russia and Africa.
The Action Plan expands and supplements the provisions of the Second Russia-Africa Summit Declaration, Second Russia-Africa Summit Declaration on Cooperation in the Field of International Information Security, Second Russia-Africa Summit Declaration on Strengthening Cooperation in the Fight Against Terrorism and Second Russia-Africa Summit Declaration on Prevention of an Arms Race in Outer Space.
Under this Action Plan, Russia and Africa have agreed to strengthen dialogue partnership and cooperation on a wide range of areas, including politics and security, economics, and humanitarian issues, in the interests of greater mutual benefit and prosperity.
Russia and Africa also share the view that it is important to maintain the central role of the African Union (AU) in the regional architecture, which is crucial to fostering peace, stability and inclusive growth on the African continent.
Russia and Africa, in keeping with their international obligations as well as national legislations, intend to cooperate in the following areas:

1. Political and Security Cooperation

Policy
1. Build up top-level and high-level interaction and encourage further constructive dialogue within existing international, regional, multilateral and bilateral Russia-Africa mechanisms on a wide range of strategic, political and economic issues of mutual interest and concern, in order to ensure peace, stability and economic prosperity in the region.
2. Contribute to the implementation of the 2023–2026 Russian Federation – African Union Action Plan.
3. Expand the legal framework for cooperation between the Russian Federation and leading regional organizations in Africa – the Arab Maghreb Union, the South African Development Community, the Common Market for Eastern and Southern Africa, the East African Community, the Economic Community of West African states, the Economic Community of Central African states, the Intergovernmental Authority on Development, including through the development of appropriate cooperation programmes.
4. Intensify inter-parliamentary cooperation between the Federation Council of the Federal Assembly of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation and the Pan-African Parliament.
5. Continue and expand inter-parliamentary cooperation with the parliaments of African states through friendship groups of the Federation Council of the Federal Assembly of the Russian Federation and the State Duma of the Federal Assembly of the Russian Federation.
6. Provide for the annual holding of the International Russia-Africa Parliamentary Conference.
7. Build up cooperation in the field of mutual electoral monitoring.
8. Explore the possibility of reciprocal internships for employees of the executive and legislative authorities of Russia and African states.
9. Develop collaboration between political parties, hold the annual International Inter-Party Conference “Russia – Africa: Reviving Traditions.”
10. Cooperate on issues related to further facilitating travel conditions for citizens of the Russian Federation and African states.
Security
11. Develop contacts between high representatives for security issues, with a view to sharing international security information, experience and best practices in countering threats and challenges.
12. Continue the dialogue between the defense ministries of Russia and Africa on the practical cooperation issues of mutual interest, including through joint events, exercises and trainings, scientific discussions and interaction between research centres.
13. Develop cooperation and support measures to enhance its potential in areas such as legal practice and law enforcement, combating transnational crime, terrorism and foreign terrorist fighters, countering terrorist use of information and communications technology and terrorist financing, as well as countering illegal trade in small arms and eliminating channels for the supply of weapons to terrorists on the basis of mutual interest through cooperation between training centres and institutions in Russia and Africa, preparation of relevant programs and events, including advanced training courses, conferences and seminars.
14. Continue organizing training courses on issues of mutual interest for law enforcers by the relevant Russian and African authorities.

15. Exchange information on terrorist groups, including, if necessary, through the use of the International Data Bank on Countering Terrorism run by the Federal Security Service of the Russian Federation and its communication channels, on potential attacks and threats, including acts involving chemical, biological, radiological or nuclear weapons.
16. Facilitate interreligious and intercultural dialogue, as well as promote mutual respect, enhanced social cohesion of the Russian and African people in order to combat terrorism and address conditions conducive to the spread of terrorism.
17. Continue practical cooperation in the fight against the cultivation, production, manufacture of and trafficking in drugs, as well as drug-related crimes, including through information sharing and coordination of efforts in this field.
18. Enhance cooperation on countering economic crimes, in particular crimes related to money-laundering and the use of proceeds of crime or other acts to finance terrorist activities, share best practices, facilitate capacity-building in this sphere, and provide the necessary mutual support to thwart such activities.
19. Develop cooperation in ensuring financial security and training specialists in the field of countering money-laundering and terrorist financing, including by engaging students from African states in the annual International Financial Security Olympiad; in-person or remote participation of officers from African financial intelligence units, as well as members of the academic community and interested agencies of national systems for countering money-laundering and terrorist financing in the International Forum on Financial Security in the framework of the annual International Financial Security Olympiad; and by engaging educational organizations of African states offering higher education programmes in financial security, in the work of the International Network Institute on Countering the Legalization (Laundering) of Proceeds of Crime and the Financing of Terrorism.
20. Improve capacity-building mechanisms and facilitate, by mutual agreement, training as well as provide technical assistance to Africa in the area of combating economic crime, money laundering and terrorism financing.
21. Cooperate in preventing the misuse of non-profit and charity organizations for laundering money and financing terrorism, as well as provide mutual assistance in this area.
22. Increase cooperation in civil defense, joint emergency and disaster response, including through the exchange of experience, training and the establishment of crisis management centres in Africa.

2. Economic cooperation

Multilateral Organizations
23. Facilitate consultations within multilateral organizations, including relevant UN agencies, the G20, the World Trade Organization, the International Monetary Fund, and the World Bank Group and contribute to reforming these organizations.
24. Strengthen cooperation between the AU and the Eurasian Economic Union (EAEU), including by extending and further implementing the Memorandum of Understanding between the Eurasian Economic Commission and the African Union on economic cooperation and elaborating a Eurasian Economic Commission – African Union cooperation programme, with a view to further facilitating dialogue on issues of common interest.

25. Strengthen interaction between the EAEU and leading regional organizations in Africa – the Arab Maghreb Union, the Southern African Development Community, the Common Market for Eastern and Southern Africa, the East African Community, the Economic Community of West African Countries, the Economic Community of Central African states, the Intergovernmental Authority on Development.
Trade and Investment
26. Develop regular contacts between relevant ministries and agencies responsible for economic development, trade, investment, industry and finance, as well as between the heads of joint intergovernmental commissions on trade and economic cooperation and sector working groups, thereby expanding opportunities for Russian-African trade and economic relations.
27. Identify economic sectors in Russia and African states to implement mutual trade support measures, elaborate sector development programmes and enhance trade relations.
28. Develop comprehensive action plans and road maps to enhance trade and investment cooperation.
29. Strengthen Russian-African business ties by establishing and expanding cooperation between Russian and African entrepreneurs, including through business associations, chambers of commerce and industry, and Russia-Africa business councils.
30. Hold business summits, dialogues, investment symposiums, and other events, including at relevant fora in Russia and Africa.
31. Organize regular reciprocal business missions between Russia and Africa with a view to establishing direct business contacts and exchanging information on trade and investment opportunities.
32. Enhance the exchange of information, including through expert consultations, international conferences, workshops, seminars, and meetings to share experiences and best practices on trade and investment policies and regulations, including information on tariff and non-tariff measures.
33. Examine and implement best practices in the sphere of public-private partnership as a reliable mechanism for the development of trade and economic cooperation based on transparency and guarantees of fulfillment of investment obligations.
34. Develop cooperation, including by sharing experience and building capacity in areas of mutual interest in trade and investment, including public-private partnership, financial technology, increased access to financial services, the digital economy and mutual settlements in national currencies, and sustainable development technology.
35. Expand the legal and contractual framework with African states in the area of promotion and mutual protection of investments.
36. Increase the use of national currencies in mutual settlements between the Russian Federation and African states.
37. Develop correspondent banking relationships between interested banks of the Russian Federation and African states.
38. Institutionalize and develop collaboration between the Russian Federation and the African Continental Free Trade Area Secretariat.
39. Increase cooperation within Russian and African special economic zones in order to unlock their potential for the development of Russian-African trade and economic cooperation.
40. Promote public-private partnerships through relevant associations, programmes and platforms to build Russian-African trade and economic potential in this area to mobilize private sector investment for mutual benefit.

41. Promote financial sector development and enhance financial stability through mutual exchanges of knowledge, experience and expertise, cooperation on financial consumer protection, their increased financial literacy, improved mutual access to financial services, and capacity building.
42. Strengthen collaboration in the digital economy, including by sharing best practices and ideas.
43. Enhance cooperation in the development of micro-, small and medium-sized enterprises and ensure their integration into global value chains, including by unlocking the potential of e-commerce tools, encouraging MSME participation in fairs, exhibitions, conferences, workshops, joint business missions, and meetings with leading entrepreneurs, business networking sessions and other business-related events.
44. Create and maintain an enabling institutional environment to ensure sustainable growth of trade and economic cooperation on the development of micro, small and medium-sized enterprises.
45. Support efforts to provide favourable conditions for strengthening business ties between Russia and Africa by exploring opportunities for improving access to financial resources, raising awareness and the level of education of economic operators on effective and responsible business practices, and building the capacity of start-ups and micro-, small and medium-sized enterprises.
46. Stimulate and ensure the flow of foreign direct investment through enhanced cooperation between investment promotion agencies, linkages between investors and local entrepreneurs, and by providing simpler mechanisms for obtaining information, particularly on regulations, rules and policies affecting investment, create a favourable climate for attracting investment in sustainable projects.
47. Explore the potential for business cooperation and public-private partnerships in the entertainment industry, including film production, animation and computer games, fashion, crafts and design, through conferences, exhibitions, presentations, networking sessions and other events.
48. Form a regional African committee within the International Business Congress.
49. Enhance experience sharing on auditing and expand the legal and contractual framework in this field with a view to strengthening anti-corruption measures.
50. Establish contacts between Russian and African competition authorities, build and maintain cooperation with African competition authorities on competition issues, including through the African Competition Forum Conference and other joint events, as well as expand the legal and contractual framework in this area.
51. Strengthen practical cooperation in dealing with economic concentration transactions and antitrust cases with cross-border effects.
52. Expand collaboration to elaborate global standards for international cooperation in cross-border cartel investigations.
53. Support initiatives to build bridges between Russian and African regional and municipal authorities, organizations and enterprises to exchange best practices and facilitate the development of urban, rural and remote areas.
54. Promote agreements between constituent entities of the Russian Federation and regions of African states in the economic, commercial, scientific, technical, cultural, humanitarian and other fields.
55. Set up a Council of Heads of Regions and Municipalities of Russia and African states and to launch a platform to promote inter-regional and inter-municipal ties between Russia and Africa.

56. Strengthen cooperation to promote the role of women in the economy and support women entrepreneurs.
57. Step up cooperation between Russian and African tax authorities by means of workshops and training courses for relevant specialists, providing advice on modernizing tax-related information and analysis systems of African states, as well as develop the legal and contractual framework in the area.
58. Enhance cooperation between Russian and African customs authorities by holding training courses and workshops for relevant specialists, providing advice on modernizing customs systems of African states, as well as develop the legal and contractual framework in the area.
Agriculture, Forestry and Aquaculture
59. Facilitate communication and improvement of cooperation in agriculture between Russian and African state authorities and relevant stakeholders.
60. Strengthen ties between institutions, including with relevant continental and regional organizations in agriculture, forestry and aquaculture as well as undertake joint research and development.
61. Support aligning standards and approaches to their elaboration by certification authorities in Russia and African states.
62. Strengthen cooperation in agriculture, forestry and aquaculture so as to devise specific actions in order to promote sustainable resource management in agriculture, forestry, aquaculture, expand the markets of agricultural, forestry and aquaculture products, promote food safety and security, and improve water management to meet people’s vital need for water, including for drinking and food production.
63. Stimulate investment, exchange of experience and best practices and research required to shape sustainable systems in the agricultural and agrifood sectors, aquaculture, food production and forestry.
64. Hold expert consultations on cooperation in plant production and animal breeding, livestock health, land improvement, and the management of waste from agriculture and food production.
65. Carry out the exchange of experts in the breeding of new aquaculture species, share fish farming technologies and hold consultations on various aspects of fishery.
66. Support implementing responsible fishing practices and combat illegal, unreported and unregulated fishing in order to maintain fish stocks, ensure food security, reduce poverty, and optimize the gains for the population and the economies of the region.
67. Work towards increasing and diversifying the turnover of agricultural products, food, and fertilizers, in order to ensure food security on the African continent.
68. Examine the possibility of holding a Russia-Africa conference on water protection and management.
69. Enhance Russia-Africa cooperation to put global food security on top of the multilateral agenda and help address the root causes of food insecurity and identify inter-linkages between various variables that increase the food insecurity in many African developing states, especially the Net Food Importing Countries (NFICs).

70. Continue to work actively on developing Russian-African energy cooperation.
71. Hold consultations on energy cooperation at the level of relevant ministries and agencies.

Strengthen cooperation on energy security and sustainability through institutional capacity building and private sector involvement as well as by expanding joint research, development, production and use of all energy sources, including renewable and alternative sources, promotion of low-carbon and energy efficient sustainable energy technologies.
73. Promote programmes aimed at ensuring energy security, energy efficiency and energy conservation, in particular through energy efficiency improvements, as well as institutional capacity building and greater involvement of the private sector.
74. Strengthen institutional ties between Russia and Africa, including with relevant continental and regional energy stakeholders, to undertake joint development and research related to energy efficiency, renewable energy, just energy transition and energy security regulations.
75. Expand trade and encourage investment in the energy sector, including in energy infrastructure and projects in the oil and gas sector as well as battery manufacturing in Africa and identify investment opportunities in large energy infrastructure projects, including renewable and energy efficient technologies.
76. Develop further cooperation in civilian nuclear energy and related sectors. Organize international and regional fora on peaceful uses of nuclear energy.
77. Develop further cooperation in hydropower through joint projects and research, exchange of information and best practices.
78. Expand cooperation in the field of clean coal technologies; exploration, extraction and production of oil and gas and refined products, the development of necessary infrastructure, including expanding the use of natural gas as an alternative vehicle fuel in transport; the development of oil refineries through joint research, exchange of information and best practices.
79. Support programmes for the electrification of rural households, including through the use of solar energy, biomass, biogas, hydro and small-scale autonomous power plants.
80. Continue to engage in dialogue in order to diversify the export of fuel and energy and enhance cooperation in energy security.
81. Develop cooperation in joint projects on environmental protection, including on the reduction of greenhouse gas emissions and the development of low-emission energy.
82. Explore the possibility of integrating African states in the Russian Registry of Carbon Units and the methodological framework of climate projects, including for cooperation under Article 6 of the United Nations Framework Convention on Climate Change and its Paris Agreement.
83. Oppose any unilateral measures to restrict trade and investment and setting new green trade barriers on the pretext of addressing climate change.

94. Strengthen cooperation in the transport sector in order to share best practices in creating and operating infrastructure networks of maritime, road, and railway transport, civil aviation, and ensuring road safety. Encourage technological progress in the area of operating technical systems that enhance transportation developments.

96. Support efforts to diversify supply chains in order to enhance transport connectivity, trade efficiency and competitiveness so as to stimulate economic exchanges and growth.

101. Explore the possibilities for cooperation in information and communications technologies, including through the exchange of best practices and capacity-building in the use of such technologies.
102. Strengthen institutional ties in information and communications technologies, including with continental and regional organizations, as well as undertake joint research and development.
103. Promote knowledge-sharing between governments, private sector, and industrial groups in order to promote investment in the information and communications technologies, including in broadband and broadband applications in Russia and Africa.
104. Further cooperation in information and communications technologies by holding seminars and providing training in such areas as distant learning, telemedicine, information and communications technologies security, development of digital signature recognition software, digital content, e-government, digital economy, e-commerce, spectrum management, satellite technologies, as well as climate change mitigation and disaster risk management.
105. Strengthen cooperation and encourage capacity-building in information security and cybersecurity, and carry out joint research and development related to interactive digital media.
106. Facilitate the exchange of experience of using information technology in education, curriculum elaboration, and information technology teacher training.

118. Strengthen and expand cooperation in the peaceful exploration and use of outer space, including with the African Space Agency, in all areas of mutual interest.
119. Undertake joint research and development, exchange information, and build capacity for cooperation in space technology and its application, space science and space exploration.
Tourism
120. Seek to promote cooperation in tourism and expand business contacts in the tourism sector.
121. Strengthen institutional ties, including with continental and regional organizations in the tourism sector.
122. Share information and promote best practices on tourist safety and access to health and tourism services in Russia and Africa.
123. Encourage private sector participation in tourism development activities, such as travel fairs, exhibitions and tourism festivals.
124. Support activities and projects of national tourism administrations aimed at tourism development.
125. Facilitate and organize tourism symposiums to expand cultural and industrial ties between Russia and African states.

3. Social and Cultural Cooperation

Health, Pandemic Preparedness and Response
126. Increase the exchange of technology and information in the field of public health, focusing on the related issues of promoting healthy lifestyles, responding to any potential risks and emerging threats, strengthening national health systems and expanding public access to health care, and ensuring food safety.
127. Strengthen institutional ties, including with continental and regional organizations in the field of health, pandemic preparedness and response, as well as undertake joint research and development.
128. Develop cooperation to improve the preparedness and response capacity with regards to infectious, including emerging diseases.

Continue cooperation and coordination of efforts, including in the framework of relevant international organizations, to address global and regional health problems posed by infectious diseases with pandemic potential and to enhance global health security, in particular through consultations between relevant authorities.

Develop cooperation in research, development and production of new means for the prevention, diagnosis and treatment of infectious diseases, as well as collaboration in the field of public health, including the provision of technical assistance and capacity-building for Africa in the fight against infectious diseases.

Hold international scientific and practical workshops for medical specialists on the prevention and reduction of maternal and infant mortality, emergency treatment of children in various clinical situations, diagnosis and treatment of infectious and parasitic diseases in children, reduction of child mortality from these diseases and their complications, using simulation and training technologies.
133. Hold in-person and video conference meetings between medical institutions on prevention and treatment of infectious and non-infectious diseases.
134. Organize visits of Russian and African medical specialists to study national health systems and exchange experience.

Explore the possibility of cooperation to support regional and international efforts in environmental protection, sustainable forest management, transboundary pollution, biodiversity conservation, coastal and marine environmental protection and climate change, taking into account the United Nations Framework Convention on Climate Change and the Paris Agreement, in order to facilitate capacity-building, knowledge exchange and experience sharing in environmental management and protection, in particular with regard to the conservation of biodiversity and the sustainable use of natural resources, given the challenges posed by climate change.
140. Support African states in matters related to climate change adaptation and water security, through stepping up and expanding the existing cooperation in this field at both bilateral and multilateral levels.

4. Action Plan Implementation Mechanism

178. The present Action Plan shall be implemented by relevant ministries, institutions, organizations and structures.
179. Regular review of the implementation of the present Action Plan shall be conducted within the framework of the existing mechanisms of the Russia-Africa Dialogue Partnership.
180. Separate bilateral and multilateral roadmaps, programmes and projects in the areas of mutual interest shall be elaborated and carried out in order to ensure implementation of the Action Plan.
181. The Russia – Africa Partnership Forum Secretariat of the Ministry of Foreign Affairs of the Russian Federation shall coordinate the implementation of the provisions of the Action Plan.
