Earlier, the president of Niger's National Council for the Safeguard of the Homeland (CNSP) General Abdourahamane Tiani promulgated via decree the Refoundation Charter, which stipulates him as the republic's president for a five-year term.
The Refoundation Charter also aims to counter the "attempts of certain foreign countries to dominate and even finance terrorists," Cherif Chako, former Minister of Public Works and Infrastructure, explained to Sputnik Africa.
He emphasized that democracy, "one of the instruments of domination," cannot be imposed by those who do not understand that it must be rooted in the country.
"It is up to the sovereign people to decide how they would like to be governed, and the Conference demonstrated this," Chako insisted.
The charter also defines the terms of foreign presence on Nigerien soil, which makes it possible to "avoid the blatant pitfalls we experienced previously," the former minister added.

The Charter of Refoundation, which has constitutional significance, was promulgated in Niger on March 26. Among other things, it elevated the head of the National Council for the Safeguarding of the Homeland to the position of the president and set the flexible duration of the refoundation period at five years.
The document follows the recommendations and resolutions of the National Conference held from February 15 to 20.
