The signing ceremony of Niger's transition charter implements the recommendations of a national conference on political transition held in the capital, Niamey, from February 15 to 20. The conference brought together more than 700 delegates representing all social and professional groups and the diaspora.
On Wednesday, president of Niger's National Council for the Safeguard of the Homeland (CNSP) General Abdourahamane Tiani promulgated via decree the Charter of the Refoundation, which stipulates him as the republic's president for a five-year term.
Key points defined by the Charter of the Refoundation:
The charter serves as the fundamental law governing public authorities during the transitional period and has constitutional value;
The transition period is set at five years, starting from the date of its promulgation, adjustable based on security conditions;
President of the republic is: the head of state, the head of the executive branch, the commander-in-chief of the armed forces, and the head of the administration;
The transitional authorities include: the president, the CNSP, government, the Advisory Council, the National Communications Observatory and the Human Rights Observatory;
The guiding principles of the charter are: patriotism, discipline, civic responsibility, inclusion, solidarity, fraternity, consensus building, integrity, justice, reconciliation, dignity, work, honesty, perseverance and courage;
The temporary or permanent deployment of foreign troops requires presidential approval, preceded by a public referendum.
Before signing the charter, Tiani was promoted from brigadier general to army general.
