The M23 rebels announced their withdrawal from the captured town of Walikale to support peace efforts in eastern DRC. Citing adherence to a February ceasefire and support for peace, the Congo River Alliance (including M23) announced it would "reposition its forces" from Walikale and nearby areas it seized this week. The DRC government hopes the M23 withdrawal leads to progress, especially after the group cancelled planned talks due to EU sanctions. The talks would have been the first direct engagement since President Felix Tshisekedi reversed his refusal to negotiate with the rebels. Although Rwanda denies military support for the M23 group, the DRC accuses Rwanda of violating its sovereignty and territorial integrity by sending troops to support armed groups. In turn, Rwanda alleges that the DRC supports the FDLR, a group associated with the 1994 Kigali genocide.
