President Felix Tshisekedi of the Democratic Republic of Congo and President Paul Kagame of Rwanda urged a ceasefire in the region on Tuesday during their first meeting since the M23 rebels intensified their offensive in eastern Congo in January.This interaction between the DRC and Rwandan leaders coincided with a day planned for the first direct negotiations in Luanda, mediated by Angolan President Joao Lourenco, between the Congolese government and M23 rebels to seek a peaceful solution to the conflict in eastern DRC.However, just before these talks were to commence, the M23 rebels declared their refusal to participate, protesting against the European Union's sanctions imposed on Monday against several M23 leaders.The DRC delegation is currently in Luanda. Lourenco is the African Union's mediator in seeking ways to achieve peace between the DRC and Rwanda.

Rwanda denies supplying military support to the M23 rebels, despite a UN report suggesting Kigali has 4,000 troops in eastern DRC aiding the group. Meanwhile, the conflict's death toll has exceeded 3,000 and is still rising, as reported by Zenon Mukongo Ngay, the DRC’s UN representative, to Sputnik a month ago.
President Felix Tshisekedi of the Democratic Republic of Congo and President Paul Kagame of Rwanda
urged a ceasefire in the region on Tuesday during their first meeting since the M23 rebels intensified their offensive in eastern Congo in January.
"[The heads of state] agreed on the need to continue the discussions initiated in Doha in order to establish solid foundations for lasting peace," a joint statement read.
This interaction between the DRC and Rwandan leaders coincided with a day planned for the first direct negotiations in Luanda, mediated by Angolan President Joao Lourenco, between the Congolese government and
M23 rebels to seek a peaceful solution to the conflict in eastern DRC.
However, just before these talks were to commence, the M23 rebels declared their refusal to participate, protesting against the European Union's sanctions
imposed on Monday against several M23 leaders.
