Kinshasa Appreciates Russia's Position on Conflict in DRC, Envoy to UN Says

UNITED NATIONS (Sputnik) In late January, Russian Permanent Representative to the United Nations Vassily Nebenzia said that Moscow condemns actions by the M23 rebel group in the Democratic Republic of the Congo and calls for the withdrawal of the group's fighters from captured areas of the country.
The Democratic Republic of the Congo (DRC) appreciates Moscow’s position on the conflict in the country but would like to see Russia putting more pressure on Rwanda, the DRC’s permanent representative to the UN, Zenon Mukongo Ngay, told Sputnik.

"It's a good position. We appreciate that way of seeing the thing," Ngay said, commenting on Russia's position expressed by UN envoy Vassily Nebenzia in late January.

At the same time, Kinshasa would like Moscow to put more pressure on Rwanda as a permanent member of the UN Security Council, Ngay noted. The diplomat added that he stays in touch with Nebenzia from time to time.
"The last time, I think it was four or five days ago, I saw the ambassador in the reception of Algeria, and we had some talks there, and we talk time to time, and they know all the situation, they know what our position is," Ngay said.
The DRC is still willing to engage in the Luanda Process, but Rwanda is not on the same page, so Kinshasa is waiting for its neighbor to rejoin the agreement, the DRC’s envoy also pointed out.
"We are still engaged. If we can look at the picture of the Luanda Process for now, we are sitting on the table - the mediator, which is Angola, is sitting, but one, one party is not there. This is Rwanda. So we are still committed to the Luanda process. We are waiting for Rwanda to come on board," he said in an interview when asked if the DRC is still aiming to participate in the Luanda Process.
The Luanda Process was created in 2022 to ease tensions between Rwanda and the DRC, but escalations from October 2023 between the M23 armed group and the DRC’s forces led to a stalemate. The process was relaunched in the beginning of 2024 under Angolan President Joao Lourenco's mediation.

Meanwhile, the death toll from the ongoing armed conflict in the Democratic Republic of the Congo has topped 3,000 and keeps climbing, the DRC’s permanent representative to the UN, the official added.

"MONUSCO is struggling to protect the civilian population. They don't work so far. And you have to know that the one who came into Congo was the Rwandan … forces, and as a matter of consequence, they killed these peacekeepers, the blue helmets," Ngay pointed out.

The diplomat added that the number of casualties in the DRC is on the rise.

"The official toll is 3,000, but there are more than 3,000 [people killed]," Ngay noted.

The envoy highlighted that the population is still unaware of the official data on the number of victims due to the "chaotic" situation on the ground and continuous violence.
The confrontation between the M23 rebel movement and the government in Kinshasa has continued for years, interrupted by brief periods of truce mediated by Angola. The DRC government accuses neighboring Rwanda of supporting the rebels and urges it to withdraw its troops from the country. Rwanda has rejected all accusations.
In late January, the M23 rebels captured Goma, the capital of the eastern DRC province of North Kivu. Last week, they entered Bukavu, the capital of South Kivu.
