Humanitarian cooperation between Russia and Angola is a key facet of the strategic partnership between the two nations. During the Russia-Africa Summit in 2023, Moscow and several African states, including Angola, pledged to strengthen their ties in the humanitarian sphere, which includes health, education, culture, sports and youth initiatives.
Russia's humanitarian cooperation agency Rossotrudnichestvo has signed an agreement with the government of Angola to open a Russian cultural center, also known as the Russian House, in the Central African country's capital Luanda, the head of the organization Yevgeny Primakov said on Wednesday.

"I want to make us all happy – an agreement with Angola has been signed and we are starting work on opening a cultural center in Angola," Primakov said at a press conference at the multimedia press center of the international media group Rossiya Segodnya, the parent company of Sputnik.

"The priority for Africa is clear, evident," the head of the organization explained.

"We are deeply convinced that Africa is the continent of the future," Primakov added.
According to the head of Rossotrudnichestvo, there are currently "73 representative offices, including branches in 62 countries." Primakov also mentioned that the organization's activities had been halted in several EU countries.

He further noted that there are approximately 20 applications on the anvil for the establishment of non-state Russian Houses, most of them concentrated in Africa.
