Why Does Russia Strike Only Military Targets in Ukraine? Head of Donetsk People's Republic Explains

On December 30, the Russian city of Belgorod was hit by a Ukrainian missile and long-range MLRS attack, killing 24 civilians and injuring dozens more. In response, the Russian military carried out high-precision missile strikes the next day on a number of Kiev's military facilities and decision-making centers, the Russian Defense Ministry said.
Unlike Kiev, Russia attacks only military facilities, Denis Pushilin, the head of the Donetsk People's Republic (DPR), told Sputnik, adding that to do otherwise is to become inhuman and "loosing humanity here could have much more serious consequences for the country."

"We, like no one else since 2014, have a certain moral right to act emotionally and deal straight from the shoulder, but that is not who we are. And this is what sets us apart. If we were to use methods used by our enemy, how would we then be any better than our enemy, what are we fighting against then?" he underlined.

Pushilin also highlighted: "we would never be able to forgive ourselves if at some point we were able to speed up victory by resorting to carpet bombing and shelling the civilian population. Gritting our teeth and losing loved ones, we have been dealing with this since 2014, but it hasn't eroded our humanity."
According to him, Russian citizens are united around the special operation because they see that their soldiers are acting fairly, while the enemy has made the opposite choice.
"The work is gaining momentum in military terms, against military facilities. But this should not concern the civilian population. This should not affect mothers with their children in cities. Yes, the enemy has crossed these lines [...]. It gives us strength. We understand who we are fighting against," the DPR head added.
Russia has experienced such challenges in its history, Pushilin said. He expressed a firm conviction that the country will come out of the current situation with its head held high.
