NATO Secretary General Mark Rutte, EU Commission President Ursula von der Leyen, and EU Council President Antonio Costa were also invited to the meeting. Meanwhile, the leaders of Estonia, Latvia, and Lithuania were not invited and Starmer will hold a telephone conversation with them before the meeting.
The summit is expected to discuss a plan to create an international force that could be sent to Ukraine to maintain a ceasefire if an agreement can be reached. Also on the agenda will be the issue of European security amid demands from US President Donald Trump that Europe increase defense spending.
