"The Samara Region Department of the Federal Security Service has prevented a terrorist act on a defense facility," the FSB said in a statement.
In mid-2023, the perpetrator established contact with a member of a pro-Ukrainian terrorist group and agreed to commit a terrorist attack in Samara, the security service also said.
"With the aim of carrying out the crime, the suspect had been selecting target areas, examining them, and also constructing self-made explosive devices. At the preparatory stage, the suspect was arrested by FSB officers with the cooperation of the Utes SWAT group of the Samara Region Department of [Russian National Guard] Rosgvardia," the FSB added.
A criminal case of preparation for a terrorist attack has been opened.
