Russia's newly-reappointed prime minister, Mikhail Mishustin, has endorsed Acting Deputy Prime Minister and Minister of Industry and Trade Denis Manturov for the position of first deputy prime minister, the Russian government said on Saturday.
"Denis Manturov, who is in charge of industry, will take the post of First Deputy Prime Minister in the new cabinet," the government said in a statement.
Manturov became a deputy prime minister in 2022, while also remaining head of the Russian Ministry of Industry and Trade, which he has headed since 2012.
Furthermore, Mishustin has proposed Acting Deputy Prime Minister Alexander Novak for the position of the deputy prime minister for the fuel and energy complex and economic bloc.
"In light of [Deputy Prime Minister] Andrey Belousov's transfer to a new place of work, in addition to the energy sector, Alexander Novak will supervise the economic bloc (issues of economic support and anti-sanctions measures)," the statement stated.
Boris Belyakov, the prime minister's spokesman, described Novak as someone with "the necessary management experience."
"He has long coordinated economic and financial issues in various positions, both in business and in municipal and public service, including serving as the deputy finance minister," Belyakov said.
Russia's newly-reappointed prime minister has also proposed appointing Kemerovo Region Governor Sergey Tsivilev as the energy minister in his new cabinet.
"Kemerovo Region - Kuzbass Governor Sergey Tsivilev has been nominated for the post of the energy minister in the new cabinet," the press service said.
Belyakov said that Tsivilev's many years of experience give grounds to believe that he will ensure further development of the industry.
Mishustin has proposed appointing governor of Russia's Kaliningrad Region Anton Alikhanov as new Minister of Industry and Trade.
"The governor of the Kaliningrad Region, Anton Alikhanov, who once worked for the Ministry of Industry and Trade and was also a member of the advisory council on industry at the board of the Eurasian Economic Commission, was proposed for the post of Minister of Industry and Trade," the government said in a statement.
Alikhanov has been the governor of the Kaliningrad Region since 2017. He also worked for the Russian Ministry of Industry and Trade in a number of positions from 2013-2015, the highest one being Deputy Director of the Department of State Regulation of Foreign Trade Activities.
The prime minister also proposed the candidacy of Khabarovsk Territory Governor Mikhail Degtyarev as the sports minister in his new cabinet.
"In addition to his experience as the head of the region, he [Degtyarev] was twice elected a deputy to the State Duma, where he headed the committee on sports and physical culture. It is not insignificant that he is a fencing champion, a laureate of all-Russian and international competitions. Mikhail Degtyarev has the necessary skills to meet the challenges of the industry and to continue the active development of this sphere," Belyakov said.
Furthermore, Mishustin proposed Dmitry Patrushev for the post of Deputy Prime Minister in charge of agriculture and ecology, and for the post of head of the Ministry of Agriculture — Deputy Head of the Ministry Oksana Lut.
The candidacy of Vitaly Savelyev was proposed for the post of Deputy Prime Minister for Transport, while Governor of the Kursk Region, Roman Starovoit, was proposed to be the minister.
It was also suggested to appoint Dmitry Chernyshenko, Marat Khusnullin, Tatyana Golikova and Yuri Trutnev as deputy prime ministers.
Mishustin proposed Anton Siluanov for the post of Minister of Finance, and Maxim Reshetnikov for the post of head of the Ministry of Economic Development (that is, if approved, they will retain their posts). The same situation with acting Minister of Labor and Social Protection Anton Kotyakov, acting Minister of Science and Higher Education Valery Falkov and acting Minister of Education Sergey Kravtsov.
In addition, it is likely that acting heads of the Ministry of Natural Resources Alexander Kozlov, Olga Lyubimova (Ministry of Culture), Mikhail Murashko (Ministry of Health), Irek Faizullin (Ministry of Construction), Alexey Chekunkov (Ministry for the Development of the Russian Far East and Arctic), Maksut Shadayev (Ministry of Digital Development) will retain their posts.
Mishustin also proposed to reappoint Dmitry Grigorenko as head of the government apparatus.
Candidates for deputy prime ministers and ministers, according to the constitutional procedure, will now have to be considered by parliament.
Mishustin stated on Friday that the Russian government will employ all available means to carry out the proposals outlined in President Vladimir Putin's most recent speech to the Federal Assembly, as well as the nation's new development goals.
