The authors of the City Human Potential Ranking analyzed the human potential of 100 BRICS+ megacities using 197 indicators.
According to the researchers, list is topped by the Russian capital Moscow, followed by two Chinese megacities.

Each criterion analyzed both the human potential of cities in a particular area and the opportunities that megacities create for their residents.
Two complementary approaches were taken as a basis.
"A city for people", which reflects the opportunities created for residents.
"People for the city," which focuses on the potential and self-realization of the population.
The experts analyzed a total of 100 cities in 32 countries, including both BRICS members and countries aspiring to join the bloc.
