On 15 April 2023, armed clashes between the Rapid Support Forces and the regular army in the Sudanese capital Khartoum were reported. Later, the fighting between the military forces spread to other Sudanese regions.

Sudan's Army Chief Reportedly Agrees to Meet RSF Commander on Condition of Ceasefire

Since April, the Rapid Support Forces (RSF) paramilitary group has been fighting with the Sudanese regular army. According to the Intergovernmental Authority on Development (IGAD), the two sides agreed on December 9 to sign a cessation of hostilities agreement. However, the clashes intensified, and the negotiations were reportedly suspended.

Abdel Fattah Burhan, the head of the Sudanese sovereignty council, agreed to meet with the rival Rapid Support Forces (RSF) paramilitary group's commander, Gen. Mohamed Hamdan Dagalo on condition of a ceasefire and the RSF withdrawal from residential areas, media reported.
Sudanese Foreign Minister, Ali al-Sadiq, delivered Abdel Fattah Burhan's letter with the conditions to the leadership of the Intergovernmental Organization for the Development of East Africa (IGAD) on the sidelines of the Russian-Arab Cooperation Forum held in Morocco on December 20.

In early December, the negotiations between the Sudanese armed forces and the paramilitary Rapid Support Forces (RSF) in Saudi Jeddah were suspended. Even during the talks, armed clashes, which started in April, continued in the country.
On November 7, the parties agreed on a number of confidence-building measures and steps to increase humanitarian assistance to the affected areas.
The International Committee of the Red Cross (ICRC) said the months-long fighting in the country could lead to outbreaks of disease and a fatal collapse of the health system. According to the United Nations International Organization for Migration (IOM), the number of internally displaced persons in Sudan has exceeded 7 million.
