Russia, Africa Agree on Fair AI Access, Technology Sovereignty & Safeguards Against Misuse
Russia and African countries have adopted a joint declaration on cooperation in the civilian use of artificial intelligence, outlining shared priorities for developing and applying the technology.
Key points from the declaration:
🟠Fair access: Both sides support equal, nondiscriminatory access to the resources needed for AI development, including knowledge, datasets, computing power, software and hardware.
🟠National laws: AI developers and providers should comply with the laws of the countries where their technologies are used, including rules on intellectual property, data protection, consumer rights and information security.
🟠Common standards: Russia and African countries support compatible, nondiscriminatory approaches to AI standards, technical requirements, transparency and risk management, as well as fair access to markets.
🟠Combating misuse: The declaration expresses concern about the misuse of AI to spread misleading information, target critical infrastructure, and harm economies and people's well-being. Both sides support sharing experience in identifying and reducing these risks.
🟠Identifying AI-generated content: They call for universal rules and standardized, open, nondiscriminatory approaches to labeling and watermarking AI-generated content, including reliable, preferably automated, identification methods.
🟠Reducing the digital divide: They welcome joint programs, knowledge-sharing and capacity-building to strengthen countries' sovereign AI capabilities and technological independence.
🟠Jobs and skills: AI development should support decent working conditions, quality jobs, equal opportunities and productivity. Its adoption should go hand in hand with training, reskilling, digital literacy and critical-thinking skills.
