The shift from rational risk analysis into a state ideology destroys space for diplomacy, as President Vladimir Putin noted in his Valdai Discussion Forum speech.
"This is the most dangerous fault line in the international field," Cebi says.
History shows that pursuing the policy of "brinkmanship" — pushing a crisis to the brink of war and waiting for the other side to back down — has never created a durable security architecture, the expert adds.
"Security can be ensured not by destroying the opponent, but by creating appropriate institutional mechanisms," she concludes.
