Putin: Russia did not abandon arms control - the US did

Russia did not initiate the collapse of key arms-control agreements and blamed successive US withdrawals for weakening the system that restrained the arms race, Vladimir Putin said.

He said Moscow has repeatedly proposed renewing dialogue on strategic arms limitations and that the offer remains on the table, but Washington has not responded.

Putin added that Russia has never opposed restarting such talks.
