Russia Backs Technical Extension of UN Sanctions in Sudan's Darfur, Rejects Any Expansion

During the Security Council vote on the resolution to extend the Darfur sanctions regime on Friday, Russian Deputy Permanent Representative to the UN Anna Evstigneeva made clear from the outset that Moscow would not accept any attempts to broaden the restrictive measures.

Key points from Evstigneeva's statement:

🟠Russia welcomed the technical extension, aligning with Sudan's government position that many in the Council are unwilling to hear.

🟠The Russian delegation drew "red lines" against any move beyond a technical renewal of Resolution 2791, thwarting a US proposal to extend the Darfur arms embargo to all of Sudan.

🟠It questioned why the Council would seek to expand sanctions now, noting that in 2023 no one raised the issue when the rebel RSF group threatened to seize Khartoum and other major cities.

🟠The Sudanese government and its armed forces now have an undisputed advantage on the ground and serve as guarantors of state institutions, national unity, and civilian protection. They must have all necessary resources.

🟠Russia expects the authors of the resolution to consider the position of delegations supporting a one-year technical extension of last year's document.
