Zimbabwe Adopts 16-Point Plan to Boost Local Manufacturing and Cut Imports: Ministry

Announced during the inaugural Zimbabwe Industrialisation Conference, the resolution framework aims to expand manufacturing and strengthen local value chains, according the Ministry of Industry and Commerce.

Developed jointly with local economic development think tank AEDS, the plan also seeks to reduce the country's annual import bill of over $2.5 billion for goods that can be produced locally.

Key priority sectors for intervention:

🟠Milk production and processing;

🟠Sugarcane refining;

🟠Fertilizer compounding;

🟠Pharmaceuticals and medicines;

🟠Textile and apparel manufacturing;

🟠Hide processing, tanning, and footwear;

🟠Oilseed crushing for stock feeds;

🟠Mineral beneficiation and steel fabrication.

Key institutional reforms:

🟠A dedicated industrial development bank to mobilize long-term capital;

🟠A de-risking framework to attract private infrastructure funding;

🟠Local procurement prioritized to build capacity and create jobs;

🟠Direct links between universities, research centers, and industry to commercialize local research.

Progress and targets:

🟠Manufacturing GDP contribution rose from 16.8% in 2025 to 17.1% in Q1 2026;

🟠Manufactured export earnings surged from $175.8 million in 2021 to $584.8 million in 2025.
