Mindset Shift
African leaders need to move past the old belief that investors are doing them a favor. The truth is, wealthy nations are the ones chasing Africa's resources. It's time to negotiate with confidence and self-respect, knowing that the relationship is mutual—not one-sided.
Harmonize Laws
Investors often "enter into contracts that are easier" in countries with weak regulations. Aligning mineral policies regionally—across ECOWAS, East Africa, and SADC—would close those loopholes.
"Let us not continue with those old habits of appeasement to attract investors," Ngalemwa urged.
Local Participation
Africa must become part of the investment, not just a spectator.
"Let our people be involved so they acquire that knowledge," he said, calling for technology transfer and local training. Following Uganda's example—where young people were sent to study oil exploration—Africa can invest in education so its own people run refineries and create jobs at home.
