The measures aim to:

▪ safeguard public infrastructure;

▪ ensure mining activities comply with land-use planning laws.

"Urban mining has created pain and suffering for ordinary citizens. It has damaged land set aside for social amenities and disrupted economic activity through the destruction of road and rail infrastructure," Public Works Minister Daniel Garwe said.

In 2023, President Mnangagwa launched the Responsible Mining Initiative Audit, pledging increased oversight and zero tolerance for malpractices.
