Dangote’s Refining Expansion Offers a Blueprint for Industrialising Africa, Energy Expert Says

Africa’s growing refining capacity could mark a turning point in the continent’s development, as governments and businesses seek to process natural resources locally rather than export them in raw form. Analysts say the shift could strengthen energy security, create jobs, and position Africa as a more competitive player in global markets.
Dangote Industries’ plans to expand its refining capacity to 2.1 million barrels per day, including a proposed 700,000-barrel-per-day refinery in Kenya, have renewed discussions about African-led industrialisation and regional energy integration. The investments are expected to reshape downstream energy markets while supporting broader economic development across the continent.
Global South Pole spoke with Kelvin A. Emmanuel, Managing Partner of The Energy Consulting Practice in Nigeria, to examine how expanding refining capacity could transform Africa’s energy landscape, strengthen regional cooperation, and encourage greater value addition from the continent’s natural resources.
Emmanuel argued that Africa’s long-term competitiveness depends on processing its own resources instead of exporting raw materials and importing finished products. He said the expansion of refining capacity demonstrated that African companies could successfully execute world-class industrial projects while creating greater economic value at home. According to him, the same approach should extend beyond oil and gas to minerals and other strategic resources, allowing the continent to build stronger industries and improve its position in global trade.
"Dangote has been exporting jet fuel to Europe, exporting to Southeast Asia. And because he is producing value […] the world will come to you. […] It’s high time […] we invest in infrastructure that will produce value for the world to consume. […] Instead of exporting raw lithium […] you process the lithium into batteries […] and you export that finished product. […] Africa […] needs to create value. It needs to borrow less by creating value […] because when you export, you increase your balance of payments, it strengthens your currency […] and it actually improves [Africa’s] standing around the world," Emmanuel explained.
He added that expanding refining capacity should be viewed as part of a broader industrial strategy, with governments creating policies that enable private investment, encourage regional cooperation, and support industries capable of delivering long-term economic growth across Africa.
