Joint Ceasefire Monitoring Mechanism Between DRC Government and M23 Fully Formed in Goma: Reports
The ceasefire mechanism between the government and the Congo River Alliance (AFC) rebel coalition, which includes M23, became fully operational after the arrival of three DRC Armed Forces officers in Goma, local media reported.
Key details:
🟠The mechanism is responsible for monitoring ceasefire compliance, investigating violations, and helping prevent a return to hostilities.
🟠It includes representatives from the DRC government, AFC/M23, the International Conference on the Great Lakes Region (ICGLR), and the UN peacekeeping mission MONUSCO, with the African Union, Qatar, and the US participating as observers.
The ceasefire monitoring agreement was signed in October 2025 during Qatar-mediated talks in Doha. In February, parties agreed on operational procedures, and in April, they began implementing the plans.
