As Rwanda and Russia deepen cooperation on peaceful nuclear energy, the agreement is drawing attention to Africa’s evolving development priorities. Beyond electricity generation, experts say the partnership reflects the continent’s growing interest in technology transfer, industrialization, and more diversified international partnerships.
The agreement builds on earlier cooperation between Kigali and Moscow and covers areas including nuclear medicine, scientific research, workforce training, and the potential development of nuclear energy infrastructure. It comes as more African countries explore civilian nuclear technology to address energy deficits and support long-term economic transformation.Global South Pole spoke with Dr. Dannis Masibo, Director and Chief Executive Officer of Africa Investment Hub, Kenya, to examine what the Russia-Rwanda nuclear cooperation means for Africa’s development ambitions, the continent’s changing geopolitical partnerships, and the opportunities and challenges associated with peaceful nuclear technology.Masibo said the agreement represented far more than the construction of a future power plant, describing it as a framework for cooperation in nuclear medicine, scientific research, skills development, and technological advancement. He argued that the partnership aligned with Rwanda’s long-term industrialization strategy while signalling greater confidence in Africa’s ability to participate in advanced technologies. "One of the key factors that you see is making Russia to win African countries’ hearts is this issue of multipolar world, whereby Russia is not just viewing Kenya as Kenya. It’s viewing Kenya as a brother. Rwanda as a friend. […] Moscow has come out with a unique policy. […] a true friend of Africa, by promotion of multipolar world, showing that Africa, you can do this. […] Russia is breaking this monotony. […] many African countries, they are now seeing their potential. They are now saying that, yes, we can do this," Dr. Masibo stressed.
