'Our Mineral Wealth is Sacred': Ghana Approves Revised Mining Law to Tighten Regulation — Mines Ministry

The country's cabinet endorsed a review of the Minerals and Mining Act, that has been in force for nearly two decades, and forwarded it to Parliament for approval, according to the ministry's statement.

"The revised Bill provides an updated, coherent, and forward-looking legal regime to ensure that mining contributes immensely to national development," Minister Emmanuel Armah-Kofi Buah said.

Key changes under the proposed law:

🟠district mining committees as the entry point for licensing are introduced;

🟠a new medium-scale mining category is created;

🟠the reconnaissance license is abolished in favor of a single prospecting license capped at five years;

🟠mining leases are fixed at a maximum of 20 years;

🟠every lease carries a mandatory community development agreement.

"Let me be clear, the era of impunity is over," the minister emphasized.

ℹ South Africa, the DRC, Zimbabwe, and other African nations are also tightening mining regulations to curb illegal activity, boost local value addition, and increase transparency.
