Russia Does Not Sell a Model, but 'Offers Tools' to Africans, Malian Geopolitics Expert Says
Through military training and arms support, Moscow enables African countries to better ensure their security and "get rid of dependence on Western partners" in this area, Abdoulaye Diallo told Sputnik Africa following Russian FM Sergey Lavrov's tour of Africa.
"This cooperation with Russia in the security sphere is sincere. Beyond the mere supply of weapons, this strengthening of operational cooperation involves practical expertise. By confirming its support for enhancing operational capabilities, Russia is engaging in a transfer of skills," the speaker pointed out.
Lavrov's tour of Africa outlines "an arc of cooperation across the entire continent," he noted, adding that Moscow "has mastered the art of a gradual approach," adapting to the political reality of each partner.
