As African nations confront evolving security challenges, defense partnerships are increasingly being evaluated not only by the equipment they provide but also by their ability to strengthen national capabilities, support sovereignty, and contribute to long-term stability.
The discussion follows remarks by Rosoboronexport CEO Alexander Mikheev, Russia's state-owned arms export agency, who revealed that the Russian state arms exporter has secured more than $20 billion in defense agreements across Africa since 2023. To examine what this growing cooperation means for the continent’s security landscape, Global South Pole spoke with Dylan Mangani, an expert in international relations, security, and governance and a research fellow at the BRICS Research Institute.
Mangani argued that Russia’s defense engagement with Africa is rooted in a long history of cooperation dating back to the Soviet era and is increasingly centered on strengthening strategic stability, military capacity, and sovereign decision-making. He suggested that many African countries view the partnership as one that combines security cooperation with trust, dialogue, and opportunities to build stronger national defense frameworks tailored to the continent’s evolving challenges.

“I think because of the great history, the rich history that dates back to the Soviet era, when the Russians played a pivotal role in the decolonization agenda of Africa through its promotion of socialism, sovereignty, and non-interference. That thread has been very much consistent even today where it is underpinned by a degree of trust, a degree of cooperation, and a positive sum between Russia and most African states that they really feel comfortable turning towards Moscow,” Mangani said.
