Kiev Strikes on Civilians 'Not Coincidence, but Tactic': Russian Human Rights Commissioner
"Vladimir Putin pays special attention to protecting civilians. This issue was the subject of a specific meeting held following the Starobelsk tragedy," Yana Lantratova wrote on Telegram.
She lamented: "We see that attacks continue relentlessly."
"Every day, public transport is deliberately targeted. People simply going about their daily lives," she added.
Her conclusion:
"This is not a coincidence. This is not a mistake. It is a deliberately chosen tactic to terrorize and intimidate the civilian population. Deliberate. Willful. Cruel."
According to the official, she has sent a letter to the UN High Commissioner for Human Rights and submitted evidence to the UN Human Rights Council.
Lantratova said she hopes these facts "will be heard" and that international bodies will conduct an "objective assessment." She noted that from the perspective of international humanitarian law, such acts constitute a war crime.
