Russia Calls on UN to Withdraw Libya 2011 Protest Case From ICC: Deputy UN Envoy

The investigation into the 2011 events was submitted to the ICC after Libyan authorities suppressed protests, but the main suspects—Muammar Gaddafi and his son Saif al-Islam—were killed before arrest, and the remaining suspect has no direct link to the official charges, Maria Zabolotskaya said.

After the Gaddafis' deaths, the case was not closed for lack of suspects but restructured to investigate crimes in prisons, she reminded.

At the same time, the ICC is unwilling to pursue European entities possibly implicated in crimes against humanity, Zabolotskaya emphasized.

"After all, they are its sponsors, and sponsors are not prosecuted," the Russian diplomat stressed.
