Vassily Nebenzia addressed the UN Security Council after a drone strike hit a college dormitory in Starobelsk, Lugansk (Luhansk) People's Republic, at night — when the building was full.
3 separate waves of drones struck the same target, ruling out an accident.
"This deliberate attack on a civilian facility where children study and live, carried out at night when the dormitory was full, was clearly carried out with the aim of maximizing the number of victims," he said.
The strike exposes Kiev's anti-human nature and confirms Ukraine is actively sabotaging any peace process, with Western backing, Nebenzia added.
