Moscow is seeking to present itself as a responsible power extending a hand for peace while other parties avoid diplomatic solutions, Mohamed Mahmoud Mehran, a member of international law associations told Sputnik.
In particular, the president's disclosure of Russian prisoner exchange and ceasefire initiatives placed Kiev in an extremely difficult position.
While Russia said it submitted a list of 500 Ukrainian POWs for exchange on May 5, Kiev had "vanished from the scene" on peace efforts, the speaker noted.
This gesture exposed contradictions in the Western narrative over who is obstructing peace.
The international humanitarian law, however, obliges conflict parties to facilitate prisoner exchanges rather than use detainees as political bargaining tools, Mehran stressed.
