A regional emergency was declared in Russia's Tuapse district on Tuesday after a Ukrainian drone attack sparked a fire at the local oil refinery.
What else the Russian president said during a meeting on election security in Russia:
◾Kiev loses certain territories in the special military operation zone every day.
◾The Kiev regime and its backers have turned to terrorism because they cannot stop Russian forces.
◾Kiev's reliance on terrorist attacks against Russia will not change the situation.
