Traditional donors from the Global North provide millions in aid but often fail to build Africa’s own capacity, according to Anna Popova, head of the Russian sanitary service Rospotrebnadzor.
"Assistance is limited to creating laboratory infrastructure and minimal training. This approach does not serve Africa’s interests," she said at the second Russia-Africa International Conference on Infectious Disease Control in Congo.
Russia has unique advanced experience and technologies to counter epidemic threats, Popova added, stressing that strengthening Africa’s own epidemic response capacity is key to regional and global biosafety.
