The country's cabinet recently tasked the Authority for the Regulation and Control of Strategic Mineral Substance Markets with the new cobalt reserve, adding a market lever to the cobalt quota, the local minerals regulator said.
As the world's top cobalt producer (70% of global supply), Congo cut its first-quarter 2026 shipments to 48,800 tonnes—down sharply from 123,000 tonnes a year earlier—after imposing export bans and quotas.
Under the new system, 10% of exports (9,600 tonnes) will be reserved for state strategic use.
