Hamas refuses to disarm before other steps of Gaza peace phase 2 — Report
The Palestinian group met with Nickolay Mladenov, the High Representative of the Board of Peace, in Cairo, according to an alleged internal Hamas document obtained by the Israeli public broadcaster KAN. During the meeting, Hamas outlined its red lines:
Weapons decisions are internal Palestinian matters; Hamas weapons are legitimate under occupation.
Reconstruction cannot be linked to disarmament.
Gaza's administrative and security structures must be preserved to prevent a power vacuum and chaos.
Any future political talks are impossible without a full Israeli withdrawal from Gaza and the lifting of the blockade.
"If Hamas does not disarm on its own, the IDF will resume fighting in Gaza soon to complete the mission," an Israeli security official told KAN.
