"Over the years, we have paid millions of rands in respect of those who received individual reparations, once-off individual reparations," he noted, stressing that "there was no deliberate intention to delay implementation of these measures."
He recalled that urgent interim reparations and once-off individual grants have been implemented since 2003 and that more than 10,000 qualifying victims and dependents have already been assisted through basic and higher education bursaries under TRC programs.
The agency was putting systems in place so that, once the rollout of the new Housing Assistance Regulations began, everything would proceed in a smooth and systematic manner, the speaker added.
"Although some were able to rebuild their homes, which were destroyed during that period of political instability, it is still important for the department to ensure that the TRC recommendations are fully implemented."
