“In a word, I will say yes. Africa is paying a deeply unfair price. The continent has contributed; I think you're very kind by saying 5%. I think, in my study, I was clear about it; it was 4%. So, 1% is a lot, but it's fine. The continent has contributed the least to greenhouse gas emissions, causing this risk.”
