The spread and escalation of conflicts in Africa, coupled with the need for new equipment, explain the rise in military spending, security and defense expert Akram Kharief told Sputnik Africa.
Another key factor, according to the expert, is the emergence of a new generation of African military officers and leaders, markedly different from their predecessors.
“These are mostly well-trained officers who know the arms market very well and are giving themselves the means to demand a certain threshold of quality, a certain threshold of operability. We have seen the qualitative leap, for example, of the armies of the AES states. We have also seen Chad make a qualitative leap,” he stated.
