Namibia Reportedly Slams Oil Giants Over Unauthorized Offshore Deal

Namibia’s Energy Ministry was not informed in advance of TotalEnergies’ and Petrobras’ acquisition of 42.5% stakes each in offshore license PEL104—despite legal requirements for prior approval, media reported, citing a statement from the ministry.

The companies announced the deal on Friday, aiming to develop Namibia’s first oil by 2030. The ministry reportedly stressed all petroleum transfers must be approved by the minister—a step it said was skipped.

The move comes as Namibia pushes new energy legislation to strengthen regulatory oversight.
