ICC Disproportionately Affects African Nations, Reflecting Selective Justice: Tanzanian Analyst

Major powers that have not ratified the Rome Statute, often influence which cases are pursued, Paternus Niyegira told Sputnik Africa.

Real change requires Africa to build strong regional courts and justice systems, Niyegira argued, but warned they would be ineffective unless Africans themselves respect and uphold them.

He concluded with a call for cultural reforms and changing the the "way of seeing what democracy is:"

"Democracy cannot flourish if you don't have proper basis and standards of honesty, integrity, issues to deal with tolerance, issues to deal with mutual respect and loving each other. If you don't have such bases, even democracy and law cannot work national-wise."
