Congolese Army Captures Seven Rwandan Soldiers & Eight civilians From Neighboring Countries The individuals were arrested in North and South Kivu. Among those arrested are two Burundian nationals detained in Uvira—one accused of promoting terrorism on behalf of the M23/Red-Tabara group, and another charged with complicity and espionage for the same organization. Another suspect was arrested in Kinshasa for allegedly spying for rebel forces. Tanzanian and Ugandan nationals are also among the detainees. Rwanda is attempting to regionalize the conflict by exploiting foreign nationals and armed groups such as Red-Tabara, according to Lieutenant Colonel Mak Hazukay Mongba, Deputy Commander of the Armed Forces of the Democratic Republic of the Congo’s Communication and Information Service. He added that Rwanda continues to maintain troops on Congolese territory, in violation of UN Security Council Resolution 2773 and the Washington Agreement signed on December 4.
