International Criminal Court on Brink of Collapse, Says Egyptian Legal Expert
2025 was one of the worst in the ICC's history due to a growing trust deficit, international law expert Mohammad Mehran told Sputnik.
Political pressure, selectivity in cases, the absence of enforcement mechanisms, and states' failure to respect ICC decisions have rendered many of its rulings meaningless, he said.
Since its establishment, the court has lacked real executive authority, relying on the voluntary cooperation of states. This allows some states to ignore its decisions with impunity, Mehran noted.
He cited the court's failure to execute arrest warrants against Israeli PM Benjamin Netanyahu and former Defense Minister Yoav Gallant as an example.
The politicization of the UN Security Council, recent US sanctions against the court, and withdrawal of some states have all deepened the crisis of legitimacy and weakened institutional performance, he concluded.
