The two countries will also explore equity partnerships to enhance the project’s bankability and have set up a resource mobilization committee to accelerate funding for the publicly owned dam infrastructure. The project is being developed by the Zambezi River Authority (ZRA).

Zambia’s Minister of Energy and ZRA Chairperson, Makozo Chikote, described Batoka Gorge as “a transformative project that will drive industrialization, job creation and economic growth in both countries.”

He urged the ZRA to fast-track implementation, citing recent droughts that reduced output at the Kariba Dam and highlighted the need for resilient energy investments.

Beyond generation, the two countries are advancing regional transmission infrastructure, including the ZIZABONA Phase I Project, which will provide an alternative power wheeling route between Zambia and Zimbabwe and enhance electricity trade under the Southern African Power Pool.

Chikote also noted progress on the Kariba Dam Rehabilitation Project, including $1 million allocated towards feasibility studies for a Floating Solar Photovoltaic Plant on Lake Kariba, reinforcing energy diversification amid climate variability.
