South Africa Urges Fundamental Reset in Diplomatic Efforts as DRC Crisis Escalates: Presidency

"The current security situation in the eastern DRC requires immediate action through inclusive, genuine, and direct dialogue, amongst all Congolese and all parties to the conflict," a South African minister told regional leaders on behalf of Cyril Ramaphosa at an ad-hoc summit in Uganda.

Khumbudzo Ntshavheni delivered a stark assessment of the failing peace processes in the eastern DR Congo: "In our view, the lack of implementation of the various agreements by all parties is a major challenge."

South Africa's roadmap outlined a clear path forward:

🟠 Fulfill Existing Commitments: All signatories to the Peace, Security and Cooperation Framework must implement their pledges, including non-interference and not supporting armed groups.

🟠 Inclusive Dialogue: A genuine, inclusive political process among all Congolese is essential to address the root causes of the conflict.

🟠 Security Sector Reform: The DRC government must build professional, accountable security forces to restore state authority.

The high-level summit, chaired by Ugandan President Yoweri Museveni, was convened in response to a major M23 offensive that captured the strategic city of Uvira on December 10 and displaced approximately 200,000 people.
