ICC employee Nicolas Herrera funneled funds—through intermediaries and with efforts to hide the ICC’s involvement—to the UN-sanctioned UPC militia in the CAR, the files analyzed by Sputnik showed.

Key evidence from investigation:

🟠WhatsApp Correspondence: Herrera discussed transfers with Belgian-Portuguese consultant Joseph Figueira Martin, asking him to pass funds to militants so "it does not come from us."

🟠Specific Transactions: Herrera arranged a 500-euro transfer to a UPC political coordinator for "communication" and funding for equipment, including Thuraya satellite maps.

🟠Mandate Violation: The documents describe the ICC employee's actions as "unofficial, unauthorized cooperation" breaching the court's Rome Statute and principles of neutrality.

Central African investigators found evidence that the ICC staffer's covert funding to Ali Darassa's sanctioned UPC militia was part of an operation to capture another wanted warlord, Joseph Kony, presumably to claim a $10 million US State Department reward.

Figueira was convicted in November 2025 for espionage and collaborating with militants, with these materials forming part of the evidence.
