The “29+1” format provided for participation on equal terms and discussion of issues related to security, arms control, counter-terrorism, and incident-prevention measures.After 2014, NATO suspended practical cooperation with Russia while maintaining only political dialogue. Meetings thereafter took place irregularly. In recent years, the work of the NRC had effectively ceased.

Polish Foreign Minister Radosław Sikorski, following the meeting of NATO foreign ministers in Brussels, announced the dissolution of the NATO-Russia Council.
“Among the formal decisions was the NATO Secretary General’s statement that the NATO-Russia Council no longer exists. This is something the Polish government has long sought, and it has now become a reality,” Sikorski told journalists after the meeting concluded.
At the same time, the Polish minister stated that so-called “European security” is now being built against Russia.
“It was an institution created at a time when it seemed possible to build European security together with Russia. Those times are over. Today we are building European security against Russia. And this has now found its institutional expression,” he said.
