Russia wants to reach an agreement with Ukraine, but legally it is currently impossible, Putin stated
Putin called it pointless to sign documents on a settlement with the Ukrainian authorities.
He reminded that only Ukraine's parliament has the right to extend its powers under martial law conditions, but the president does not.
Presidential elections in Ukraine and a referendum should be held as soon as martial law is lifted, Putin added.
