Madagascar's New PM Presents National Rebuilding Program to Parliament
In his so-called State General Policy Implementation Program for Rebuilding, Herintsalama Rajaonarivelo outlined a comprehensive roadmap for the nation's transformation, according to a statement issued by the National Assembly.
The program, which is intended as a "direct response to the multiple crises affecting the country," is structured around three key pillars:
🟠 Stabilization & Emergencies:
Immediate actions to improve living conditions, including reducing power and water cuts, rehabilitating social infrastructure, strengthening security, and addressing food insecurity in the South.
It also focuses on economic stabilization through business support, price controls, job creation, and regulated natural resources management.
🟠 Structural Reforms:
Long-term foundational changes, featuring the modernization of legal and institutional frameworks, effective decentralization, and creating a business-friendly environment by breaking up monopolies and implementing tax reforms.
🟠 Constitutional Order Reinforcement:
An inclusive national dialogue, involving religious institutions, will be organized to strengthen reconciliation.
This will lead to an electoral system reform, followed by a constitutional referendum and the election of a new President of the Republic within 24 months.
