Africa Has Delivered—Now the World Must Honor Its Pledges, Says Kenya's Ruto
President Ruto has accused Western leaders of breaking a “climate blood pact” by failing to deliver on promises to help Africa adapt to climate change.
He warned that climate inaction is already costing tens of thousands of lives, even as Africa—responsible for less than 4% of global emissions—bears the brunt of devastating droughts and floods.
At the Africa Climate Summit in Addis Ababa, Ruto blasted the global financial system as “an agent of a new form of colonialism,” one that punishes poor countries with high interest rates while rewarding the wealthy.
“This injustice locks developing nations in cycles of debt and dependency, denying them the resources they need to invest in growth, opportunity, and dignity for their people. We will not remain silent until this unjust financial architecture is reformed.”
Ruto called for a fair and just financial order, one that gives every nation the chance to thrive. He stressed that Africa has delivered on climate adaptation and green growth, but global partners must now “honor their pledges, and double them” ahead of COP30.
“Africa is doing its part,” he said. “We invite the international community to join us.”
